PMC Elite Assault from Call of Duty: Ghosts by Infinity Ward. Model extracted by luxox18, converted to San Andreas by Feisal AR. You can replace any pedestrian with this skin.

Installation
1. Use IMG Tools (or others) to open "gta3.img"
2. Search "swat.dff" and "swat.txd"
3. Replace with the one in downloaded archive
4. Rebuild archive

Preview:

~~Again, adding normal map will deform the model. I am so f***ing disappointed. I'm terribly sorry about the constant bitching.~~ Disregard that, I suck cocks. Resizing the textures to 2ⁿx2ⁿfixed it.
